French VAT hike to hit pizzas, quiches - not baguettes (Reuters)

PARIS (Reuters) ? The French government was forced to clarify on Thursday that a Jan 1. VAT hike will apply only to certain takeaway foods like pizzas, quiches and hamburgers, as the public fretted that prices could jump for staples like bread and pastries.

France announced in November that it would raise its lower 5.5 percent valued-added tax rate - applicable to restaurants, certain foodstuffs, energy and house repairs - to 7 percent under a package of measures aimed at slicing 65 billion euros off its bloated budget deficit between 2012 and 2016.

The New Year move was designed to reassure financial markets that France can meet its deficit-reduction targets as it strives to preserve its coveted AAA credit rating.

But the rules have caused confusion among consumers who fear that at a time of rampant unemployment, buoyant inflation and dwindling purchasing power, the higher tax rates will hit daily essentials like baguettes as well as buttery patisseries - also considered a staple in France.

"Regarding food products, the VAT increase will only apply to food prepared for immediate consumption," Finance Minister Francois Baroin said in a statement, following concern among both consumers and bakeries - who will now be dealing with three different tax rates.

As well as the 5.5 percent and 7 percent VAT rates, bakers must also apply the standard 19.6 percent VAT rate to chocolates and other packaged sweets.

The finance ministry said baguettes, croissants, pains au chocolat and other pastries would continue to be taxed at 5.5 percent, while VAT on sandwiches and heated-up products like pizzas and quiches would rise to 7 percent.

The confusion prompted one baker to ponder whether he should charge different prices for people who bought pizza slices cold and took them home to heat them up, according to the daily Les Echos.

Syria frees 755 prisoners detained in crackdown (AP)

BEIRUT ? The Syrian government released Wednesday 755 prisoners detained over the past nine months in the regime's crackdown on dissent as observers toured a flashpoint city to see whether authorities were complying with an Arab plan to stop the bloodshed that has killed thousands.

The prisoners' release, reported by the state-run news agency SANA, followed accusations by Human Rights Watch that Syrian authorities were hiding hundreds of detainees from the observers now in the country.

The New York-based group said the detainees have been transferred to off-limits military sites and urged the observers to insist on full access to all sites used for detention.

HRW's report, issued late Tuesday, echoes charges made by Syrian opposition members that thousands of detainees were being transferred to military sites ahead of the observers' visit.

Syrian officials have said the Arab League monitors will have unrestricted access to trouble spots but will not be allowed to visit sensitive military sites.

"Syria has shown it will stop at nothing to undermine independent monitoring of its crackdown," said Sarah Leah Whitson, Middle East director at Human Rights Watch. She said it was essential for the Arab League "to draw clear lines" regarding access to detainees, and be willing to speak out when those lines are crossed.

SANA said the prisoners released Wednesday did not include those with "blood on their hands."

Last month, Syrian authorities released 2,645 prisoners in three batches but activists and critics say thousands more who were picked up in the past months remain in jail.

The Arab observers kicked off their one month mission in the violence-wracked country with a visit on Tuesday to Homs ? the first time Syria has allowed outside monitors to the city at the heart of the anti-government uprising.

A local official in Homs told The Associated Press that a team of four observers were in the city on Wednesday as well, touring various districts. He declined to give his details and spoke on condition of anonymity for security reasons.

Homs residents said anti-government protesters were preparing for a second day of demonstrations, despite a massive security presence in the city.

Independent journalism in Turkey cannot survive unless action is taken to halt the use of anti-terror laws to silence journalists. ?

That?s the message from the President of the European Federation of Journalists after the latest trials of some of the dozens of journalists currently behind bars in Turkey.

?

After attending the trial in Istanbul on Monday (26 December) of ten journalists accused of terrorism charges, Arne K?nig called for action to guarantee press freedom in the country:

?

?Now is the time for these arrests and prosecutions to stop. It is as if Turkey has become a prison for journalists.?

?

?There is currently no distinction being made between terrorism and journalism. The authorities must recognise that journalists have a right to their independence.

?

?The authorities seem to be applying such a wide blanket definition of terrorism that anybody who writes could find themselves under suspicion. That is not an environment in which the media will feel free to report independently or journalists feel able to do their jobs.??

?

The EFJ has described a recent speech by the Turkish Minister of Interior, ?dris Naim ?ahin, as ?extremely worrying?.

?

Speaking on 26 December 2011 in Ankara he said: ?Terror is not only consisting of armed terrorist attacks. There is another dimension to this. There is psychological terror.?

?

The minister went on to highlight a number of areas in which he believed support can be given to terrorism, including through art, poetry, journalism and academia.

?

Over 90 journalists are currently in jail awaiting trial, most of the time under the pretext of allegations of terrorist activities.

?

Ercan Iprekci, President of the T?rkiye Gazeteciler Sendikas? (Journalists' Union of Turkey), and a member of the Steering Committee of the European Federation of Journalists, said:

?

?We face a terrible situation in Turkey. We cannot talk about press freedom and freedom of expression. With the latest arrests, the number of journalists in jails has increased to 95.?

?

?Under these circumstances, we worry about the statements made by members of Turkish government. They still deny the targeting of journalists and they still seek to apply terror laws to journalistic activities. The official statements made by ministers destroy our hopes of any intention to amend the Penal Code and Anti-terror Law.

?

?We call on the Turkish Parliament to realise the seriousness of the situation and take all necessary steps to change the laws. We are ready to make every contribution during the legislative process.???

?

Last month the EFJ led an international mission, in cooperation with other international press freedom groups, with the aim of showing support for the immediate release of all Turkish journalists who appear to have been jailed because of their work.?That mission took place in November to coincide with the trials of some of the journalists currently behind bars. Those cases were adjourned until 26 December, and the EFJ President was in Istanbul this week to witness the continuation of the trials.?Reports suggest that thousands of journalists are currently under investigation.?

Arne K?nig commented: ?The European Federation of Journalists will continue to show solidarity with our colleagues who are behind bars simply because they are doing their jobs as journalists. We have a duty to ensure that the world is aware of what is happening in Turkey.??

Chicago Baseball Report :: Chicago Cubs: Team Adds Former Tampa Bay Rays Pitcher Andy Sonnanstine

The Chicago Cubs signed relief pitcher Andy Sonnanstine, formerly of the Tampa Rays, to a non-guaranteed split contract yesterday. It was also clarified that last week?s signing of former Colorado Rockies pitcher, Manny Corpas, was for a one-year non-guaranteed split contract. This means both pitchers aren?t guaranteed a major league salary if they are optioned to the minor leagues in 2012.

The Cubs are taking fliers on both pitchers, hoping to reinforce their bullpen after dealing away Sean Marshall to the Cincinnati Reds for starting pitcher Travis Wood, and prospects. Sonnanstine was rarely used last year and carries with him a career ERA that is north of 5. Corpas hasn?t pitched since 2010 after having Tommy John surgery on his throwing arm.

It?s business as usual for team president Theo Epstein and the Cubs during their current overhaul of the team. With one unsexy move after the other, Epstein and GM Jed Howry continue to plug in veterans from baseball?s over-the-hill heap, while trying to reload the organization?s farm system.

The big glaring void at the moment is the Cubs? lack of a major league first baseman. Odds are that they won?t sign Carlos Pena, who despite 28 home runs and an OBP of .357 in 2011 with the Cubs, won?t be returning because he can still demand a salary in the neighborhood of $10 million.

Early trade rumors had Brewers free agent first baseman Prince Fielder possibly coming to Chicago after an offer was reportedly made by the Cubs, but the continued trend of recent moves by the Cubs front office is making that dream not a reality. Fielder has been reportedly looking for a deal similar to Albert Pujols, who signed with the Los Angeles Angels for 10 years, $250 million.

Another possibility is the San Diego Padres? young first baseman, Anthony Rizzo. With the Padres? recent trade involving Mat Latos going to the Cincinnati Reds, the Padres received prospect Yonder Alonso, a top prospect at first base for the Reds. This could make Rizzo expendable, and seeing as Cubs GM Jed Hoyer brought Rizzo to the Padres during his time there, he might be interested in bringing Rizzo to Chicago.

Whatever happens with the Cubs? first baseman search, it will be fascinating to see what transpires in 2012 for the team. With a patchwork lineup blending with current Cubs veterans and their bloated, no-trade-clause-laden contracts in 2012, will fans come out to Wrigley Field? Will the team enjoy more success than during their miserable 2011 campaign.

The plan has been put into motion by Epstein, and with every signing of a replacement-level veteran, it probably doesn?t get any easier for a portion of Cubs fans. Even though rebuilding is obviously required after the Jim Hendry era, fans have to know that rebuilding can sometimes be ugly, and results won?t be immediate.

'Forrest Gump' to be preserved in US film registry (AP)

WASHINGTON ? Forrest Gump's oft-imitated line, "My momma always said, `Life was like a box of chocolates. You never know what you're gonna get' " will be immortalized among the nation's treasures in the world's largest archive of film, TV and sound recordings.

The Library of Congress on Wednesday announced that 1994's smash hit "Forrest Gump" starring Tom Hanks was one of 25 films chosen to be included this year in the National Film Registry.

The oldest reels are silent films both from 1912. "The Cry of the Children" is about the pre-World War I child labor reform movement and "A Cure for Pokeritis" features the industry's earliest comic superstar John Bunny.

Also from that silent era is Charlie Chaplin's first full-length feature, "The Kid," from 1921.

Under the terms of the National Film Preservation Act, each year the Librarian of Congress names 25 films that are "culturally, historically or aesthetically" significant. This year, 2,228 films were nominated.

"These films are selected because of their enduring significance to American culture," Librarian of Congress James H. Billington said in a statement. "Our film heritage must be protected because these cinematic treasures document our history and culture and reflect our hopes and dreams."

For each title, the Library of Congress Packard Campus for Audio Visual Conservation works to ensure that the film is preserved for future generations. That comes either by the Library's massive motion-picture preservation program or through collaborating with other archives, motion-picture studios and independent filmmakers.

The most recent film chosen is "Forrest Gump," which won six Academy Awards including for Best Picture.

Also starring in that movie about an everyman who ended up being part of the most iconic events of the 1960s and 1970s was Sally Field. Her perhaps most famous role playing "Norma Rae" in the movie of the same name from 1979 also made the list. She won an Academy Award for her portrayal of a poorly educated single mother who fought successfully to make her Southern textile mill a union shop.

Making the list is the animated Disney classic, "Bambi," made in 1942 about a deer's life in the forest, "The Big Heat" from 1953, a post-war noir film, and 1991's disturbing, "The Silence of the Lambs," which won Oscars for stars Jody Foster and Sir Anthony Hopkins. Hopkins plays cannibalistic serial killer Hannibal Lecter in the psychological and violent thriller.

The original "War of the Worlds" from 1953 also will be preserved along with "Porgy and Bess," "Stand and Deliver" and John Ford's epic Western, "The Iron Horse," from 1924.

Lesser known films were chosen for their significance to the art.

"A Computer Animated Hand" from 1972 is by Pixar Animation Studios co-founder Ed Catmull. The one-minute film that is one of the earliest examples of 3D computer animation displays the hand turning, opening and closing, pointing at the viewer and flexing its fingers.

Making the list were notable documentaries as well.

"Crisis: Behind a Presidential Commitment," focuses on Gov. George Wallace's attempt to prevent two African-American students from enrolling in the University of Alabama and the response of President John F. Kennedy. "Growing Up Female" from 1971 was one of the first films to come from the women's liberation movement.

Also included was "The Negro Soldier," produced by Frank Capra. It showed the heroism of blacks in the nation's wars and became mandatory viewing for all soldiers from spring 1944 until World War II's end.

2 Mayo Clinic workers die in Fla. helicopter crash

(AP) ? Two Mayo Clinic employees flying to the University of Florida to harvest organs were killed when their helicopter crashed Monday in north Florida, officials said.

The helicopter departed the Jacksonville hospital around 5:45 a.m. but never arrived in Gainesville, about 60 miles southwest, said Kathy Barbour, a spokeswoman for the Mayo Clinic.

The employees' names were not released because relatives hadn't been notified.

"Mayo is working internally to support the family and employees of those lost in this most unfortunate tragedy," Barbour said.

The helicopter crashed about 12 miles northeast of Palatka, said Federal Aviation Administration spokeswoman Kathleen Bergen.

Clay County Sheriff's Office dispatcher Myron White confirmed that three people died in the crash, but no additional information was immediately available from the crash site.

The National Transportation Safety Board also was investigating.

FAA records show the Bell 206 helicopter is owned by SK Jets. An employee who declined to give her name said the St. Augustine company had no immediate information.

The SK website lists the Bell 206 helicopter as part of its fleet and says the helicopter has the best safety record of any helicopter in the industry. Bell's website says the helicopter is used for emergency medical services, corporate transportation and firefighting, among other things.

The crash and others like it illustrate that just transporting the organs for transplants can be a delicate endeavor.

In 1990, a surgeon and an assistant flying to pick up a donor heart for a patient were killed in a plane crash in New Mexico. And in 2007, a twin-engine plane carrying a team of surgeons and technicians ? along with a set of lungs on ice being brought to a patient already prepped for surgery ? crashed into the choppy waters of Lake Michigan.

Doctors ultimately got another set of donor lungs that were transplanted into the patient.

NPR's 'Wait Wait ... Don't Tell Me' debuts on TV

(AP) ? NPR's quiz show "Wait Wait ... Don't Tell Me" is making the leap from radio to television.

The show debuts Friday evening on BBC America. The first show will be a year-in-review special. Host Peter Sagal, scorekeeper Carl Kasell and a panel including Paula Poundstone and Alonzo Bodden will discuss the year's events.

They promise to delve into 2011's biggest scandals, from former New York Rep. Anthony Weiner to the phone hacking scandal at Rupert Murdoch's media empire and the Occupy Wall Street protests.

The show will also broadcast on NPR stations this weekend. It was taped Dec. 2 in front of an audience in Chicago.

"Wait Wait" is in its 14th season on NPR and draws a weekly audience of 3.2 million listeners on 595 public radio stations.

The Inevitability of Unpaid Royalties: SoundExchange's 2010 & 2011 Numbers
-- SoundExchange, the non-profit organization tasked with collecting and distributing royalties from non-interactive webcasters, paid out $250 million to artists and labels in 2010 and expects to pay out $292 million in 2011. Since its inception, SoundExchange is nearing $900 million in total distributions.

In 2010, SoundExchange collected $270 million in royalties and paid out about $250 million. That unbalance may seem bad, but there's actually a positive trend: the growth in SoundExchange's payments (60.3 percent) was greater than the growth in its collections (32.2 percent). The 2010 numbers can be found in the organization's IRS Form 990 recently made public.

Why would money leave faster than it came in? SoundExchange tells Billboard.biz it had 12,000 new registrations in 2010 and another 15,300 in 2011. In the last year, SoundExchange has done over 80 matching programs with partners such as TuneCore and RootMusic to help identify artists and labels who have unclaimed royalties. SoundExchange adds that it has added in-house staff to help contract unregistered artists and labels.

In another good sign, the year-ending balance of unpaid royalties declined to $252 million at the end of 2010 from $294 million at the end of 2009. The amount marked as unpayable fell from to $111 million from $132 million.

Of the $252 million cash balance, about $120 million has either been already or is almost paid, the organization claims. Here's how that breaks down: About $60 million was paid in 2011, uncashed checks account for $26 million (up from $11 million a year earlier) and $14 million are queued for distribution in 2012. Another $20 million represents royalties for which SoundExchange has no data. And $49 million was accrued but not received at the end of 2010.

The remaining $132 million is marked as unpayable, down from $111 million a year earlier. Almost half of the amount, $60 million, is earmarked for artists but is unclaimed because the artist has not yet registered with SoundExchange. A year earlier, the unclaimed balance was $43 million.

SoundExchange routinely takes heat for the amount of unpaid royalties on its books. Critics want to see artists and labels located and paid - and rightly so - before unpaid amounts are taken off the books and paid out to existing members. Indeed, nobody can be happy that $132 million in royalties is unpayable when digital revenue is needed more than ever. ?

But some level of unpayable royalties is inevitable, unfortunately. And artists and labels need to take responsibility. One figure shows the long, though slog involved in securing new registrants: 36 percent. That's the fraction of artists and labels that were located through matching programs with partners - and contacted by those partners - who actually registered in 2011. According to figures shared by SoundExchange, matching programs located 42,400 unpaid parties yet SoundExchange had only 15,300 new registrants in 2011.

And the fortunes of the Android mobile platform are in some ways tied to the success of Google's online products and properties. Needless to say, it's good to be No. 1.

Vevo had 63.3 million unique U.S. visitors in November, about even with the 63.6 million unique visitors it reached in October. But Vevo dropped one spot to #17 on comScore's rankings. As detailed by comScore's U.S. Online Video Rankings for November, Vevo was the top YouTube channel with 53.3 million unique visitors, 845.5 million videos viewed and 71.1 minutes per viewer on the platform.

Rick Perry's new TV ad, "Strong"

(AP) ? TITLE: "Strong."

LENGTH: 30 seconds

AIRING: On Iowa broadcast and cable stations.

KEY IMAGES: Rick Perry, in a brown barn jacket and dark blue shirt, speaks to the camera as he walks up a grassy hill.

"I'm not ashamed to admit that I'm a Christian," the Texas governor says. "But you don't need to be in the pew every Sunday to know there's something wrong in this country when gays can serve openly in the military but our kids can't openly celebrate Christmas or pray in school."

He continues, "As president, I'll end Obama's war on religion. And I'll fight against liberal attacks on our religious heritage. Faith made America strong. It can make her strong again."

ANALYSIS: Struggling for traction in the Republican contest, Perry is gambling that the religious conservatives who typically dominate Iowa's kickoff caucuses will warm to his candidacy if he appeals to them with a socially conservative message. He's also drawing a contrast with rival Mitt Romney ? whose Mormon faith gives many evangelicals pause ? and Newt Gingrich, who recently converted to Catholicism but has been divorced twice and has acknowledged infidelity in his first two marriages.

But this ad, which attacks President Barack Obama on gay rights and religion, is misleading and inaccurate.

Perry's suggestion that Obama has led the way in banning prayer in public school is factually wrong.

The Supreme Court prohibited school prayer in two landmark decisions in 1962 and 1963, calling it an unconstitutional violation of the First Amendment. The court has repeatedly reaffirmed restrictions on religious expression in public schools, including a decision banning the posting of the Ten Commandments in school and another prohibiting students from using a school loudspeaker to offer a prayer before football games.

Obama signed legislation earlier this year repealing the so-called "Don't Ask, Don't Tell" policy that prohibited gays from serving openly in the military. The legislation was passed by both the House and Senate with the support of several Republicans, and had the backing of several high-ranking military officials including former Defense Secretary Robert Gates and Adm. Mike Mullen, chairman of the Joint Chiefs of Staff. While many religious conservatives may not support gay rights, it's a stretch to characterize the repeal of Don't Ask, Don't Tell as an Obama "war on religion."

The ad is Perry's second of the campaign on the theme of religious faith. Both ads refer to faith as a factor shared by the nation's past leaders, but neither recognizes that the nation's Christian founders established the country on a constitutional principle that separates church and state.

Vietnam: 100,000 killed, hurt by abandoned weapons (AP)

HANOI, Vietnam ? More than 100,000 Vietnamese have been killed or injured by land mines or other abandoned explosives since the Vietnam War ended nearly 40 years ago, and clearing all of the country will take decades more, officials said Monday.

"The war's painful legacy, which includes hundreds of thousands of tons of bombs and unexploded ordnance, continues to cause painful casualties every day," Prime Minister Nguyen Tan Dung told a U.N.-sponsored conference on ways to deal with the problem.

Dung said 42,132 people have been killed and 62,163 others wounded by land mines, bombs and other explosives since the war ended in 1975. The United States used about 16 million tons of bombs and ammunition while allied with the former South Vietnam government, which was defeated by northern communist fighters who reunified the country.

U.S. Ambassador David Shear told the conference that the United States has provided $62 million to help Vietnam cope with "this painful legacy."

"Our efforts to help Vietnam deal with this difficult problem have helped build the mutual trust and understanding between the U.S. and Vietnam that has allowed our bilateral relationship to flourish," he said.

Bui Hong Linh, vice minister of labor, war invalids and social affairs, said explosives remain on about 16 million acres (6.6 million hectares) of land, or more than one-fifth of the country.

He said only 740,000 acres (300,000 hectares) or 5 percent of the contaminated area has been cleared and a recently approved government plan calls for clearance of an additional 1.2 million acres (500,000 hectares) that would cost $595 million in the next five years.

NEW YORK (Reuters) ? The euro zone will once again serve as the source of Wall Street's angst, as investors look to a summit of the region's political leaders for decisive solutions for the ballooning debt crisis.

Stocks posted their best week in more than two years this week, driven by central bank efforts to provide cheaper dollar loans to struggling European banks.

In addition, the new head of the European Central Bank said on Thursday the ECB stands ready to act more aggressively to fight Europe's debt crisis if political leaders agree to much tighter budget controls at the December 9 summit.

But Wall Street investors can be forgiven for feeling like they've been in this position before. Markets seesawed throughout the fall, guided by prevailing sentiment out of Europe.

"Next week it will be all focused on the upcoming Friday summit. But don't forget this is the fifteenth summit we've had now during the euro zone crisis, and every one the market gets excited, gets excited and then boom - it gets disappointed," said Ken Polcari, managing director at ICAP Equities in New York.

Until now, the ECB has resisted prodding from markets and world leaders to step in as the lender of last resort. European credit market yields have soared in recent weeks on concerns that the euro zone could break up or one or more countries would default on their debt.

French President Nicolas Sarkozy said he and German Chancellor Angela Merkel would meet next Monday to outline joint proposals for the summit.

Investor optimism over apparent progress by euro zone leaders towards taming their debt problems helped propel the S&P 500 (.SPX)(.INX) 7.4 percent higher for the week, its best weekly performance since March 2009. The best performers in the last week were companies with more international sales, according to Bespoke Investment Group, an investment adviser in Harrison, New York.

While volatility remains high as markets remain susceptible to any negative headlines coming out of the euro zone, investors appear satisfied for the time being that the region's leaders will remain on track in tackling the crisis.

THEIR LEHMAN MOMENT

"We've seen some policy changes which suggest they are finally beginning to understand that they've got a problem," said Phil Orlando, chief equity market strategist at Federated Investors in New York.

"They are finally recognizing that this is their Lehman moment, and they have got to do the same sort of things that we did back in the 2007 to 2009 period."

With markets swings closely tied to sentiment about the progress made in the euro zone, investors have been forced to weigh the region's fiscal stability with U.S. stocks that are seen as cheap by many analysts.

Recent corporate outlooks and analyst projections have been painting a less rosy picture, with estimates for fourth-quarter S&P earnings growth tumbling over the past two months as well as a near-record high ratio of negative corporate preannouncements to positive ones, according to Thomson Reuters Proprietary Research.

Even if European leaders continue on a path that investors have cheered, the difficulty in putting plans in place may throw cold water on investor optimism. Borrowing costs in major nations such as Italy and Spain remain at levels considered unsustainable in Europe's slow-growth economy.

"I don't know that the market just rallies straight through into the end of the year because whatever solution they come up with will be hard to implement," said Nicholas Colas, chief market strategist at the ConvergEx Group in New York.

"It will be politically hard, it will be economically hard and you will be facing the very real threat of a recession -- a pretty deep recession in Europe in the first half of next year -- because of all the uncertainty that is being created right now."

The U.S. economic calendar for next week is light, with the ISM services report, weekly initial jobless claims and the trade balance among the highlights.

U.N. urges action in Syria, Russia and China object (Reuters)

GENEVA (Reuters) ? The United Nations' human rights chief urged world powers on Friday to take action to protect civilians in Syria from "ruthless repression," but her call was swiftly criticized by envoys from China and Russia.

More than 4,000 people have been killed during a military crackdown on street protesters that started in March and more than 14,000 people are believed to be in detention, said U.N. High Commissioner for Human Rights Navi Pillay.

"In light of the manifest failure of the Syrian authorities to protect their citizens, the international community needs to take urgent and effective measures to protect the Syrian people," Pillay told an emergency session of the U.N. Human Rights Council in Geneva.

She did not spell out what measures world powers should take - Western leaders have in the past shied away from suggestions of military action, along the lines of the NATO campaign that helped rebels unseat Libyan leader Muammar Gaddafi in August.

The European Union called for "pro-active action" by the international community, while Kuwait's envoy said that there may be a need for "intervention" to safeguard civilians.

The United States, the EU, members of the Arab League and neighboring Turkey have already imposed sanctions on Syria over Assad's failure to implement commitments to withdraw tanks and troops from restive cities and start talks with his opponents.

After Pillay spoke, envoys from Russia and China, which both have oil projects in Syria, took the floor to warn against foreign interference in Syria in the name of human rights.

Both countries blocked international efforts to condemn the government of Syrian President Bashar al-Assad by vetoing a U.N. Security Council resolution in October.

The Russian-Chinese stance, in turn, drew fierce criticism.

"In the face of brutal repression occurring in Syria, it is outrageous that some governments continue to obstruct efforts here and elsewhere in the United Nations to bring an end to these crimes against humanity," Peter Splinter of Amnesty International told the talks, singling out "permanent members of the Security Council," an allusion to Russia and China.

"It is now time for the U.N., including the Security Council, to deliver an effective international response to Syria's human rights crisis," he said.

CHINA, RUSSIA WARNING

"We would like to warn against illegal interference by outside forces even under the pretext of protecting human rights," said Russia's envoy Valery Loshchinin. "This will have serious and unforeseen consequences."

Loshchinin called on all sides in Syria to halt violence. "We hear that the conflict in Syria continues to be fueled by outside forces, armed and terrorist groups being organized and supplied with weapons and money from abroad."

Russia, a longstanding arms supplier to Assad, has now delivered anti-ship cruise missiles to Syria, the Interfax news agency cited an unnamed military source as saying on Thursday.

This was shortly after a U.N. commission of inquiry called for an arms embargo against Damascus.

China's envoy He Yafei said that although China was deeply concerned, views on how to resolve the situation differed widely. "Member states of the United Nations should follow the principles and purposes of the U.N. and refrain from resolving differences through force or threat of force," he said.

"CRIMES AGAINST HUMANITY"

Pillay said 307 children had died in the conflict, up from an estimate of 256 that was released earlier this week.

"The Syrian authorities' continual ruthless repression, if not stopped now, can drive the country into a full-fledged civil war ... All acts of murder, torture and other forms of violence must be immediately stopped," she added.

A U.N. commission of inquiry said this week it had found solid evidence of crimes against humanity by security forces, including executions, torture and rapes.

U.S. human rights ambassador Eileen Chamberlain Donahoe told reporters there was "evidence of the complicity in these atrocities" by Syrian authorities and said there was no doubt the violence was intentional.

Syria, which bars access to most foreign journalists, says it is fighting an insurgency by armed groups supported from abroad, who have attacked its troops trying to defend the peace.

At the U.N. Human Rights Council meeting, Syrian Ambassador Faysal Khabbaz Hamoui gave an angry speech that won support from Russia, China and Cuba.

"The Syrian problem is one that can be resolved only by Syrians...Only a domestic, national solution ... is possible," Syrian Ambassador Faysal Khabbaz Hamoui told the rights council meeting, referring to reforms Assad has promised for 2012.

"The solution cannot come from the corridors of the international community," he said. "(This) is only resolutions trying to put more oil on the fire."

Wall St. caps stellar week on drop in jobless rate (Reuters)

NEW YORK (Reuters) ? Stocks ended flat on Friday but capped the best week for Wall Street bulls in almost three years after data showed the U.S. unemployment rate dropped to a 2-1/2 year low.

The market gave back a 1 percent gain earlier in the session as traders booked profits after the S&P 500 failed to break through technical resistance near its 200-day moving average.

The retreat also came on caution before key events in Europe next week, including a European Union summit aimed at solving the two-year old euro zone debt crisis.

While traders were heartened by the drop in the unemployment rate, they were aware of Europe's ability to disappoint investors, especially after a more than 7 percent gain in the S&P 500 this week.

"We've been led down the aisle so many times we're afraid the groom's not going to show up again," said Nicholas Colas, chief market strategist at the ConvergEx Group in New York.

"There's an increasing expectation that when leaders meet next week they will have the framework of a resolution that will allow greater fiscal unity and some beginnings of a resolution to the European debt crisis."

Recent U.S. economic data has heartened investors. U.S. companies stepped up hiring and the jobless rate dropped to 8.6 percent from 9 percent, further evidence the recovery was gaining momentum.

The unemployment rate drop was "the single most surprising number in employment data this year," Colas said.

The lowest estimate on a Reuters poll of 67 economists was 8.9 percent.

The S&P 500 came within striking distance of its 200-day moving average, a breach of which could signal more gains, and briefly turned positive for the year.

Financial shares were the biggest gainers on the day with the S&P financial index up 1.4 percent. JPMorgan Chase gained 6.1 percent to $32.33.

The Dow Jones industrial average dipped 0.61 point, or 0.01 percent, to 12,019.42. The S&P 500 shed 0.30 point, or 0.02 percent, to 1,244.28. The Nasdaq Composite edged up 0.73 points, or 0.03 percent, to 2,626.93.

For the week, the Dow rose 7 percent, the S&P 500 added 7.4 percent and the Nasdaq rose 7.6 percent. It was their largest weekly percentage advance since mid-March 2009.

"If you had a good week, there's a very strong temptation to take everything off of your portfolio and wait for the next drop down," Colas said of the rally fade-out into the close.

U.S.-listed shares of Research in Motion Ltd dropped 9.7 percent to $16.77 after the BlackBerry maker said it will write down the value of its poorly received PlayBook tablet computer.

About 7 billion shares traded on the New York Stock Exchange, NYSE Amex and Nasdaq, below the current daily average for the year of 7.96 billion.

Advancing stocks outnumbered declining ones by more than three to two on both the NYSE and Nasdaq.

Elderly woman pleads guilty in suicide kit case (AP)

EL CAJON, Calif. ? A 91-year-old woman pleaded guilty Friday to failing to file federal tax returns for her company that made and sold suicide kits.

Sharlotte Hydorn entered the plea in federal court to the tax charge dating back to 2007 and acknowledged she made more than $150,000 in income from various sources during that period, including from the sale of helium kits that people could use to kill themselves.

During a May raid on her home in El Cajon, east of San Diego, federal agents seized kits that sold for $40 each and essentially consisted of a plastic bag and clear tubing.

Hydorn said she sold the kits under the name "GLADD Group." Court documents say she sold more than 1,300 kits to people across the United States and abroad. Most of them contacted her by mail or phone.

In court, she admitted she made $66,717 in 2010 and paid no taxes on that.

"This prosecution puts an end to the defendant's trafficking in these dangerous, unregulated devices," U.S. Attorney Laura E. Duffy said.

Hydorn, a retired school teacher, told authorities she knew the kits were intended to be used to commit suicide but she said she thought they would be used by the terminally ill.

Prosecutors, however, said she took no steps to verify the physical condition, age, identity or mental state of her customers and therefore had no idea whether her kits were being bought by people suffering from depression or by minors acting without the consent of an adult.

Prosecutors said Hydorn also tried to hide the true purpose of her kits on U.S. Customs forms by listing them as an "orchid humidifier," or "beauty bonnet" and "plastic rain hood."

They said a document seized at her home during the raid stated that the GLADD Group preferred customers to pay with money orders because they "don't leave a paper trail." It also stated she would prefer to not have her name in the check registers of those who "have hastened their deaths."

After the raid on her home, Hydorn told The Associated Press that she wasn't responsible for who uses the kit and was only trying to help people in pain. She said she had been in business for three years and sold up to 60 kits a month.

According to court documents, Hydorn's helium hood kits consisted of medical-grade tubing, a plastic bag with an elastic collar, or "hood," and a diagram on how to use the kit. The kits caused death by helium asphyxiation once the hood was attached to a helium gas source ? which was not part of the kits.

Investigators determined that the kits were sold to at least 50 people in San Diego County since 2007 and that four of those people last year used the kits to commit suicide. None was terminally ill, according to investigators.

As part of her plea deal, Hydorn agreed to pay $26,000 in outstanding taxes.

A judge ordered her released on $10,000 bond on the condition she not assist any suicides. She was scheduled to be sentenced Feb. 16.

Rajendra Pachauri, head of the Intergovernmental Panel on Climate Change, told a U.N. climate conference Wednesday that heat waves experienced once every few decades will happen every other year by mid-century.

Coastal areas and islands are threatened with inundation by global warming, rain-reliant agriculture in Africa will shrink by half and many species will disappear.

But Pachauri said "many impacts can be avoided, reduced or delayed" by reducing emissions.

He said the costs of action would be offset by improved health, greater energy security and more secure food supplies.
