Compass Intelligence estimates that 18 million new tablets were sold during the fourth quarter of 2012. Naturally, as waves upon waves of new smartphones and tablets hit stores, people need a way of disposing of their old, used devices.

Europe gives 2bn euros to science

Research projects investigating the "miracle material" graphene and the human brain have won unprecedented funding of up to 1bn euros each.

Under the European Commission's Future and Emerging Technologies programme, the backing is designed to give Europe an edge in key areas of research.

Graphene - a single-layer of carbon atoms - has extraordinary properties which give it immense potential.

Possible applications include flexible electronics and lighter aircraft.

The Human Brain Project will attempt to build a computer-based copy of a human brain to understand neurological disorders and the effects of drugs.

Both projects involve researchers in dozens of institutes across Europe and will receive the funding over a ten-year period. They include the scientists who first developed graphene at the University of Manchester, UK.

The two fields of novel materials and brain research are described as fulfilling the criteria for the funding by being "ambitious and risky" while promising large returns.

The backing is meant to answer the criticism that Europe lags behind more dynamic competitors such as the United States and China in economic growth and scientific research.

By focusing the funding on two key areas, the hope is that a "critical mass" can be achieved which will give Europe an edge in technologies vital to future economic development.

Patent race

Last month the BBC reported on the race to secure patents on graphene and how, despite the UK's early lead, China was now leading the field with the South Korean electronics giant Samsung holding nearly ten times more patents than Britain as a whole.

Graphene is far stronger than steel, more conductive than copper and more flexible than rubber so it could potentially open up entirely new avenues for manufacturing, consumer products and medical devices.

The material, so thin it effectively has just two dimensions, was first isolated by two Russian-born scientists, Andre Geim and Konstantin Novoselov, at the University of Manchester, work that earned them a Nobel Prize and knighthoods.

The European Commission vice-president Neelie Kroes, announcing the funding in Brussels today, said that it "rewards homegrown scientific breakthroughs".

"So, you've heard of Silicon Valley," she said.

"Where in Europe wants to be known as 'Graphene Valley'? That's the billion-euro question I am putting to you today."

The graphene funding will be spread across 126 academic and industrial research groups. It will be coordinated by Professor Jari Kinaret of Chalmers University of Technology at Gothenburg in Sweden who has stressed that it not attempt to match competitors in all areas.

"For example, we don't intend to compete with Korea on graphene screens," he said, a reference to Samsung's determined effort to lead the market in flexible electronic screens and e-paper. However graphene production - still not achieved on an affordable and industrial scale - is in the project's sights.

Profs Geim and Novoselov will play a leading role in guiding the collaborative effort.

Think big

Meanwhile the Human Brain Project will attempt to simulate the trillions of neural connections that make up a human brain in an effort to comprehend how the organ functions.

With an ageing European population, brain disorders, while becoming a more important feature of healthcare, remain poorly understood.

The Commission explains that the Human Brian Project will "collect the masses of clinical data available, mining for biological patterns, leading to new ways of diagnosing and classifying brain diseases."

The sheer volume of data involved in modelling the brain will itself lead to "radically new" IT with new computer technologies designed to manage the flow.

A further angle will be to explore how the brain manages such an intense workload with a relatively tiny power supply - "no more power than a light bulb". Understanding this could lead, it's hoped, to an entirely new way of powering energy-hungry supercomputer systems.

At a time of austerity across Europe and criticism of the European Commission's own budget, officials are emphasising the potential value of the funding for nurturing the kind of research that can produce an economic spin-off.

A key test will be how effectively the initial grants of 54m euros are handled. Beyond that, the precise level of future funding, which is meant to include contributions from industry, is still being negotiated.

What will Michelle Obama do with four more years?

WASHINGTON (AP) ? Michelle Obama has a new look, both in person and online, and with the president's re-election, she has four more years as first lady, too.

That's got many people wondering: What will she do with them?

Take on a new cause? Travel more? Trace the path of another first lady and keep the Obama political brand alive by running for office?

The answers are to be determined.

The first lady is trying to figure out what comes next for this self-described "mom in chief" who also is a champion of healthier eating, an advocate for military families, a fitness buff and the best-selling author of a book about her White House garden.

For certain, she'll press ahead with her well-publicized efforts to reduce childhood obesity and rally the country around its service members.

"But beyond that, the first lady is exploring ways that she can make a real difference for Americans, not just for these next four years, but for years to come," said Kristina Schake, Mrs. Obama's communications director.

Here are five areas to watch.

NEW ISSUES

Will she take on a new cause? It's possible.

When Parade magazine asked last year whether she'd take up any new issues, Mrs. Obama identified women's health issues. "How do we strengthen families and make them healthier, an issue not just in America but around the world," she said.

Her marquee causes ? the "Let's Move" campaign against childhood obesity and the "Joining Forces" effort to help military families ? took a back seat last fall as she campaigned doggedly for President Barack Obama's re-election.

Look for her to begin publicizing those efforts anew.

Do not expect to see Mrs. Obama push more contentious issues such as gun control or immigration, both second-term priorities for the president. Her public approval rating was 73 percent in a December poll by CNN and she'd like to keep it there.

Some feminists remain unhappy that the Ivy League-educated lawyer hasn't used her position to champion what they view as more substantive issues.

Robert Watson, an American studies professor at Lynn University, said he hopes Mrs. Obama will use her popularity to pivot away from the "velvet-glove" issues first ladies typically embrace and say, "I'm swinging for the fence."

MALIA AND SASHA

Obama's daughters are older and will be in full teenage mode by the summer of 2014. Malia is already there at 14; sister Sasha is 11.

Both the president and first lady sometimes talk about the girls' busy lives and how they don't want to spend much time with their parents anymore.

Could having older, more independent children free Mrs. Obama to pursue other interests? Some first lady watchers say that's unlikely. After all, the teenage years are often full of angst about dating, proms, learning how to drive, going to college and so on.

"Michelle has made such a public statement about being the 'mom in chief' that it's hard to see her saying, 'Go ahead girls, here's the limo,'" Watson said.

Malia will graduate from high school during Obama's final year in office, in 2016, and probably trade the White House for a college dorm. She and her parents will have to navigate the college application process and campus tours. Sasha will be in high school.

TRAVEL

Presidents and first ladies often step up the pace of international travel in the second term. But it seems unlikely that Obama could make such a pivot just yet, with the U.S. public still so concerned about the economy, unemployment and government spending.

One option would be to send Mrs. Obama abroad in his place.

The first lady is popular overseas and has been well-received outside the U.S., including in India, where she accompanied the president in 2010, and in Mexico, also in 2010, and in South Africa and Botswana in 2011, the only countries she has visited alone as first lady.

She and Vice President Joe Biden's wife, Jill, traveled together to Haiti after the massive earthquake there in January 2010.

Mrs. Obama also went to Spain in the summer of 2010 on a personal trip with friends and daughter Sasha, but her stay at a luxury resort on the Costa del Sol wasn't well-received back home, raising questions about the cost and wisdom of taking such a trip during tough economic times.

Laura Bush pursued a grueling foreign travel schedule during George W. Bush's second term. She visited 77 countries in eight years as first lady, including with the president, but 67 of those trips came during the second term, including solo stops in Afghanistan and Saudi Arabia, according to Anita McBride, her then-chief of staff who runs American University's first ladies program.

Hillary Rodham Clinton also traveled abroad extensively during Bill Clinton's second term.

RUN FOR PUBLIC OFFICE

Will she or won't she? Despite Mrs. Obama's many denials of interest in seeking elected office herself, the question keeps getting asked. A recent survey found her to be more popular than Mark Kirk, the Republican senator from her home state of Illinois, in a hypothetical matchup.

"I have no interest in politics. Never have, never will," the first lady said last year on ABC's "The View."

But even those who at one time say "never" can later change their minds.

Hillary Clinton gave the same answer in 1995 when asked if she'd ever run for public office, says Myra Gutin, who studies first ladies at Rider University. But five years later, as her husband's presidency was ending, there was Clinton campaigning across New York for a Senate seat.

She won, used her time in the Senate as a springboard for her 2008 presidential campaign but lost the Democratic nomination to Barack Obama. She became his secretary of state but is departing soon amid feverish speculation that she will run for president in 2016.

Mrs. Obama will be young ? 53 years old ? when her husband leaves office in January 2017, and will have a range of options ahead of her. Friends say she has always believed there are ways to serve the country without running for office.

PERSONAL STYLE

Look for the first lady to continue to be a fashion trendsetter. Everything from her hair to her clothes is scrutinized, with some clothing pieces selling out quickly after she's seen wearing them.

Her new bangs became the talk of this town immediately after she went public with them on her 49th birthday, a few days before the president began his second term. Even the president said his wife's haircut was "the most significant event" of inaugural weekend and gave his approval.

Mrs. Obama also won largely positive reviews for her inaugural wardrobe: Reed Krakoff and Thom Browne by day, and Michael Kors and Jason Wu by night. Wu designed her red chiffon and velvet ball gown. He also designed the white ball gown she wore four years ago.

Preparing for a Career in Culinary Arts | California Vocational Schools

Do you have a passion for food and enjoy preparing it? ?Are you inspired by the food-based reality television shows and channels? ?Are you considering a career in the field of culinary arts? ?Although it is a demanding, tough and competitive field ? for some it can become a creative outlet that is both rewarding on a personal level as well as a professional level.

Earning your degree from a culinary arts program is not the only way to get into the culinary arts field. ?Matter of fact, we asked several top California restaurants which culinary arts schools were on their radars for top candidates and an overwhelming majority said that there is no substitute for hands-on experience. ?Although formal training may allow you to start out as a prep cook rather than a dishwasher, it is also important for those interested in pursuing culinary arts to know that this is what they really want to do. ?The culinary world is a fast-paced, exciting, yet often very stressful environment ? not everyone is cut out for it.

The culinary arts professionals that we spoke with were consistent about a couple of things when it comes to their industry. ?Chef de Cuisine at the SLS Hotel in Beverly Hills, Joshua Whigham, stressed the importance of passion. ??I want to see the hunger in their eyes! ?The understanding of which ? they know nothing.? ?Chef/Owner of Flea Street Caf?, Jesse Cool, agrees with Whigham. ??We love it when we get someone who is there to learn,? she says.

Cool adds that where someone has worked and how long they stayed there is an important factor. ??We don?t necessarily look for people who have been through school as a number one reference,? she adds. ?Sous Chef at Yoshi?s in San Francisco, Matt Shepherd, echoes Cool, ?There is no substitute for hands-on experience in a professional kitchen. ?I started as a dishwasher at 17 and moved my way up the culinary ranks for seven years before enrolling in culinary school.? ?A number of other professional chefs reiterated these points.

Charlie Soule, chef/owner of The Soule Domain for the last 28 years, typically hires kitchen employees at the bottom of the ladder. ?Soule did not attend culinary school himself ? he worked his way up and expects his employees to do the same.

So how do you ensure that you are properly prepared for a career in the culinary arts? ?Listen to the professionals. ?If you have not already worked in a professional kitchen, find one that will take you on. ?Many chefs prefer to have an apprentice or someone new to the field that is eager to learn. ?The skills involved in culinary arts can be taught, whereas the attitude it takes to succeed cannot. ?Because you will work closely with others in fast-paced, ever-changing high-pressure situations, work experience also proves you have the communications and social skills to be part of a team.

Be patient, yet eager to learn and soak up all that you can while you figure out if this is truly your passion. ?Have a very clear understanding of what it is you are committing to. ?Don?t underestimate the time and dedication that it takes to have a successful career in this profession.

Once you have gotten a feel for the industry, perhaps even found a niche (maybe baking or pastry) that excites you, and you believe that enrolling in culinary arts school is the next step for you ?figure out which is the best fit for you!

California boasts one of the most extensive lists of culinary schools in America. ??Options range from the International Culinary program at the Art Institutes, The Le Cordon Bleu campuses, as well as over 30 city colleges all over the state offering culinary programs,? says Shepherd. ?Whether you are an aspiring chef fresh out of high school, or a working professional wanting to add to your resume with additional credentials, California offers a range of educational institutions to match just about anyone?s criteria.

Check to see if the school you wish to attend is accredited. ?The American Culinary Federation (ACF) is the foremost professional chefs association in North America. ?The educational arm of the ACF, the American Culinary Federation Education Foundation Accrediting Commission (ACFEFAC) assures that a program meets at least a minimum of standards and competencies with a thorough evaluation of their curriculum, facilities, teacher-student ratios, instructor certification and more. ?Accreditation helps you to ensure the quality of the curriculum. ?Although the ACF is the most common agency that grants accreditation, the Accrediting Commission of Career Schools and Colleges of Technology and the International Council on Hotel, Restaurant and Institutional Education are others.

Chef Whigham advises, ?Culinary schools are a tool to learn the trade of cooking. ?It is really up to individual who attends them if they truly want ?it?!? ?Just as with any other educational program, what you get out of it depends on what you put into it. ?When you are passionate and determined to make the most of your education ? you will walk away with valuable skills and knowledge that will help you to achieve your career goals.

Find a school that is not going to place you in a financial bind. ?As you work toward your goal of earning your certificate or degree, keep in mind that entry level positions don?t pay the big bucks. ?If tuition tops your list of criteria, know that there are many community colleges that offer ACF accredited programs at reasonable prices. ?For instance the accredited culinary arts program at Santa Barbara City College costs state residents just under $2,000 per year. ?Again an education is what you make of it. ?An excellent culinary arts education does not need to break the bank.

In an interview with CookingSchools.com, Chef Walter Potenza was asked if he believed there was a difference between graduating from a prestigious culinary school as opposed to a college with a culinary program. ?He replied, ?Absolutely not.? ?As other chefs we spoke with said, Potenza believes that, ?The art of cooking is embodied in someone.? ?Passion and an understanding of what it takes are vital to making the most of a culinary education.

Don?t let the cooking craze fool you. ?As the popularity of the Food Network and shows such as ?Master Chef? and ?Top Chef? increases, so has the interest in culinary school. ?In order to keep up with the interest and demand for educational programs new culinary schools are beginning to appear all over. ?Although newer schools can provide as valid an education as the ones who have been around for a while ? there are a couple of missing pieces. ?Accreditation is evaluated over time and takes into account the track record of the program. ?Things such as how many students enroll as opposed to graduate.
Schools that have been in existence longer also offer a broader network of alumni. ?These contacts can prove priceless when graduation time nears and the job hunt begins. ?The longer a school has been around, the more graduates it will have working in the culinary world as executive and sous chefs ? the ones that handle the hiring.

The impact of this evolving industry. ?As the culinary world expands and grows, so do the tools and equipment used in the industry. ?This may impact the facilities found in older schools. ?Although some community colleges have been around longer and offer better connections and accreditation, their classrooms and kitchens may not be up to date because of smaller budgets.

Visit the schools that meet your criteria. ?See for yourself what type of experience and equipment their kitchens offer. ?Meet with and talk to the educators and staff. ?Get a feel for their experience and expertise in the field. ?This will directly affect the quality of your education and training. Often, instructors specialize in a specific aspect which will be beneficial to those interested in pursuing that particular concentration.

Make sure that you can roll up your sleeves. ?Keep in mind what the professionals heralded as important to getting into and succeeding in this industry ? hands-on experience. ?A good culinary program should offer its students the opportunity to gain hands-on experience either through an internship, apprentice program or better yet a student run facility that will give them a sense of the real world of culinary arts. ?This means providing students with the ability to work in the same stressful, busy environment that they will find when they enter the workforce after graduating.

Digital Activist's Suicide Casts Spotlight on Growth of Open Access Movement

When digital activist Aaron Swartz committed suicide January 11 as U.S. prosecutors assembled a criminal case against him, much anger from his peers was aimed at both the government and the Massachusetts Institute of Technology

"This feels like losing a kid brother," Matt Blaze, the director of the Distributed Systems Lab at the University of Pennsylvania, observed on Twitter last week. He, like thousands of others, spoke out in defense of the 26-year-old inventor, venting their wrath at the prosecutors who expected to bring Swartz to trial in April for bypassing security blocks at M.I.T. to download more than four million articles from the online academic repository JSTOR (for Journal Storage). The sad irony is that the principles of the Open Access movement, which shares Swartz's goal of making scientific research universally accessible, although not his methods, is becoming widely adopted?without sparking the attention of prosecutors.

On his blog, the Harvard University lawyer Lawrence Lessig praised Swartz's contributions to his Creative Commons and Rootstrikers efforts, but wrote, "The causes that Aaron fought for are my causes, too. But as much as I respect those who disagree with me about this, these means are not mine."

The movement rejects the idea that open access means "Napsterizing" scientific research. Instead, says Peter Suber, director of the Harvard Open Access Project and author of the 2012 book Open Access (MIT Press, 2012), the movement respects copyright and retains peer review. The goal, as he puts it, is "literally, clearing away obstacles and barriers so people can get to the content." He adds, "Open access is lawful and we're making progress through lawful means."

The movement dates to 2002, when the Budapest Open Access Initiative called for making peer-reviewed research literature freely available on the public Internet. The cost of journal subscriptions had risen faster than library budgets for decades. In 2005 the National Institutes of Health (NIH) became the first public funding agency to adopt a policy tying grant funding to open-access publication; the policy became mandatory in 2008. In 2006 the U.K. became the first country to have all its major public funding agencies adopt open-access policies.

"Some were never enforced," Suber admits, "but that's starting to change." Other countries, universities and agencies have followed?from Ireland to the University of Nairobi and two other universities in Kenya. "A lot of universities say they couldn't [adopt open-access policies] because they're not Harvard," Suber says, "but Kenya shows that it's desirable and possible for institutions of all kinds."

Generally, these policies take one of two types: "green," in which authors deposit copies of their papers in an institutional or subject-based online repository for free download, and "gold," in which authors publish in one of the more than 8,000 open-access journals. These finance their operation in myriad ways: Some are small, community-based, volunteer-run affairs. Others seek support from advertisers, sponsors, subsidies or institutional memberships, sell print copies or charge article-processing fees.

"We're not saying that all academic journals should go out of business," says Melissa Hagermann, senior program manager at the Open Society Foundation's Information Program, "but there are new models, and open-access journals have shown they can be sustainable."

Outside academia many people do not realize that traditional journals do not pay authors or reviewers. Universities and agencies pay twice: first in salaries and grants, second in subscription fees. The business is profitable: for 2011 Dutch publisher Elsevier declared approximately $1.2 billion in profits with an operating margin of 37.3 percent. But by April 2012, even Harvard found subscription prices unsustainable. The adoption of open-access policies, Suber says, is often led by faculty who want their work to have maximum impact.

Bomb squads search Algerian gas plant for booby traps

ALGIERS, Algeria (AP) ? Algerian bomb squads searched a gas refinery laced with mines on Monday, looking for more explosive traps a day after the discovery of more bodies throughout the site raised the toll from the terrorist siege well past 80.

Special forces from the Algerian military stormed the plant on Saturday to end the four-day siege, then the government began the painstaking work of finding and defusing the explosives planted in what government officials said was a plot by the Islamic extremists to blow up the complex and kill all their captives.

In a statement, the Masked Brigade, the group that claimed to have masterminded the takeover, warned of more such attacks against any country backing France's military intervention in neighboring Mali, where the French are trying to stop an advance by Islamic extremists.

"We stress to our Muslim brothers the necessity to stay away from all the Western companies and complexes for their own safety, and especially the French ones," the statement said.

Algeria said after Saturday's assault by government forces that at least 32 extremists and 23 hostages were killed. On Sunday, the Algerian bomb squads found 25 more bodies, said a security official, who spoke on condition of anonymity because of the sensitivity of the situation.

"These bodies are difficult to identify. They could be the bodies of foreign hostages or Algerians or terrorists," the official said.

In addition, a wounded Romanian who had been evacuated died, raising the overall death toll to at least 81.

Two private Algerian TV stations and an online news site said security forces scouring the plant found five militants hiding out on Sunday and learned that three others had fled. That information could not be immediately confirmed by security officials.

"Now, of course, people will ask questions about the Algerian response to these events, but I would just say that the responsibility for these deaths lies squarely with the terrorists who launched a vicious and cowardly attack," British Prime Minister David Cameron said. Three Britons were killed and another three were feared dead.

On Monday, Philippine Foreign Affairs officials said six Filipinos were among the hostages killed. Spokesman Raul Hernandez told reporters that 16 Filipinos have been accounted for and four others are still missing.

The dead hostages were also known to include at least one American and a French worker. Nearly two dozen foreigners by some estimates were unaccounted for.

It was unclear whether anyone was rescued in the final assault on the complex, which is run by the Algerian state oil company along with BP and Norway's Statoil.

Authorities said the bloody takeover was carried out Wednesday by 32 men from six countries, under the command from afar of the one-eyed Algerian bandit Moktar Belmoktar, founder of the Masked Brigade, based in Mali. The attacking force called itself "Those Who Sign in Blood" and has claimed to have Canadians in the cell as well.

The Masked Brigade said Sunday the attack was payback against Algeria for allowing over-flights of French aircraft headed to Mali and for closing its long border with Mali. In an earlier communication, the Brigade claimed to have carried out the attack in the name of al-Qaida.

Armed with heavy machine guns, rocket launchers, missiles and grenades, the militants singled out foreign workers at the plant, killing some of them on the spot and attaching explosive belts to others.

Algeria's tough and uncompromising response to the crisis was typical of its take-no-prisoners approach in confronting terrorists, favoring military action over negotiation. Algerian military forces, backed by attack helicopters, launched two assaults on the plant, the first one on Thursday.

The militants had "decided to succeed in the operation as planned, to blow up the gas complex and kill all the hostages," Algerian Communications Minister Mohamed Said told state radio.

Norwegian Foreign Minister Espen Barth Eide said the terrorists had tried to blow up the plant on Saturday but managed only to start a small fire. "That's when they started to execute hostages, and the special forces intervened," Eide said. Norway's Statoil said five Norwegians were still missing.

An audio recording of Algerian security forces speaking with the head of the kidnappers, Abdel Rahman al-Nigiri, on the second day of the drama indicated the hostage-takers were trying to organize a prisoner swap.

"You see our demands are so easy, so easy if you want to negotiate with us," al-Nigiri said in the recording broadcast by Algerian television. "We want the prisoners you have, the comrades who were arrested and imprisoned 15 years ago. We want 100 of them."

The Algerians' use of forced raised an international outcry from some countries worried about their citizens.

But French Foreign Minister Laurent Fabius said Sunday on French television: "The terrorists ... they're the ones to blame."

David Plouffe, a senior adviser to President Barack Obama, said that al-Qaida and al-Qaida-affiliated groups remain a threat in North Africa and other parts of the world, and that the U.S. is determined to help other countries destroy those networks.

Speaking on "Fox News Sunday," Plouffe said the tragedy in Algeria shows once again "that all across the globe countries are threatened by terrorists who will use civilians to try and advance their twisted and sick agenda."
