?This is a great thing to do and it will really freshen-up the house,? Hicks says. ?It will make it seem a lot brighter and potentially bigger, especially if you?re transitioning away from dark colored walls.? When choosing a color, don?t go too wild. Hicks says earth tones are popular choices for both the interior and exterior walls.?

Use landscaping to boost curb appeal
Most of us don?t go in our front door anymore. Potential buyers do. You don?t need to spend thousands of dollars to create a whole new landscaping plan. But make sure the grass and flower beds in the front yard look really nice. Add mulch. Remove weeds. Hicks' advice is to keep it ?simple, clean and neat.? She says a well-landscaped yard can add 7 to 14 percent to the value of your home.?

Spruce up the kitchen
If you?re going to make improvements to the house, this is a good place to start. Hicks says you can typically get an 80 percent return on investment for kitchen remodeling. But again, keep it simple. You don?t want spend tens of thousands of dollars on a lavish kitchen makeover. She suggests updating cabinets and countertops. New cabinet fronts are about 30 percent less than replacing the cabinets.?

Bathroom makeover
This is another area that can turn off potential buyers because a bathroom remodel is expensive. Consider making simple improvements that have a good payback. For example, re-glaze an old tub. ?That can make the bathtub look like new again without having to replace it,? Hicks says. And it should only cost a couple of hundred dollars.?

Clean or replace carpets
Obviously, you?ll want to clean a dirty carpet. But if it?s badly worn or there are stains that won?t come out, you need to consider replacing it.?

Californian Jail with an Eye to the Future of Energy

The Santa Rita Jail in Dublin, Calif., has ?teamed up with Chevron Energy Solutions to create its own microgrid, as the San Francisco Chronicle has reported

The jail is a major user of power, and pays around $3million for its annual utility bill. And with security systems everywhere depending on power, its really important that the power stays on .

With the help of Chevron Corp it has now created its own electrical grid.

As the Chronicle reports "Santa Rita's new "microgrid" will allow the facility to cut itself off from the state's electrical grid during a blackout. Power will come from solar panels, wind turbines, a big fuel cell and an even bigger battery pack - all located at the jail. And the switch will happen so quickly, so seamlessly that most of the inmates and staff won't know anything happened.

The microgrid system has other benefits as well. It will cut the jail's utility bills by charging the battery pack at night, when electricity from the grid costs less, and using some of that stored energy in the afternoon, when power prices hit their peak.

"It lowers our costs, it gives us a redundancy system in place, and it sends a message to taxpayers that we're doing our best to run the most efficient jail we can," said Alameda County Sheriff Greg Ahern.

Funded by the state and federal governments, the $11 million system is a demonstration project that could show how big facilities such as hospitals and military bases could power themselves in the future. It also could help the larger grid by giving those facilities more control over the amount of electricity they need to draw from power lines."?

Spurred on by the experience of the 2000/2001 California's blackouts,Alameda County has been at the forefront of making Santa Rita's power system more self sufficient .In 2001 ?they started with solar ,and in 2005 a fuel cell was added. Then in 2010 five small wind turbines were added. Against all this generation the jail has also added energy efficiency measure to cut energy use.

Eurus Energy considering 40-megawatt solar project in Japan

Eurus Energy Holdings Corp. (TOPZ), a Japanese developer of renewable energy projects, is considering building a solar power plant with as much as 40 megawatts of capacity in western Japan.

The company and land owners have agreed to study the possibility of building the plant in Awaji city, Hyogo prefecture, they said in a joint statement yesterday. If built, the plant will start operating by March 2014 and plans to sell all of its electricity to Kansai Electric Power Co., according to the statement.

Japan wants to diversify its energy mix following the earthquake and tsunami that crippled Tokyo Electric Power Co.?s Fukushima Dai-Ichi nuclear station last year. The country is encouraging renewable energy investment by planning to pay preferential rates for projects.

Construction of the plant may be subject to government implementing the feed-in tariff program, which is due to start in July, according to the statement. The government hasn?t announced the rates as a state-appointed panel is still deliberating the prices.

The Awaji plant will be the first domestic solar power plant developed by Eurus, a venture between Toyota Tsusho Corp. (8015) and Tokyo Electric. It operates wind farms in and outside Japan with a total capacity of more than 2 gigawatts, according to the statement.

The company also has about 50 megawatts of solar power plants in South Korea and the U.S.

Softbank Corp. (9984) said on March 8 its clean energy unit and Mitsui & Co. may build a 30-megawatt solar power plant in Tottori prefecture.

When Hall of Fame tailback Tony Dorsett was getting slammed to the turf in the 1970s, or Super Bowl-winning QB Joe Theismann's leg was being gruesomely broken by Lawrence Taylor in the 1980s, it was just football.

Now things are different.

Scientific studies show head trauma can leave long-term damage. Hundreds of former players are suing the NFL in federal court, saying they weren't protected properly from injury. Congress is paying close attention.

Part of the reason the New Orleans Saints were punished so severely for their bounty system could be, as Commissioner Roger Goodell indicated when explaining his decision, that nothing is as critical for the league right now as the safety of players and real concern about concussions.

In the current climate, those issues seem to permeate every decision made at NFL headquarters.

"They're not unrelated. You can certainly see the rules of the National Football League have changed over the years. What used to be considered normal player conduct that could result in serious injury has been expressly prohibited by the rules," Sen. Dick Durbin said in a telephone interview Thursday.

"Teams are dramatically more sensitive now to concussions and how soon a player is ready to play again. It shows awareness of the fact that what happens on a football field is more than a game. Some of these injuries can have an impact on a person's life. It also is an indication that those of us, as fans, should hold these leagues to a higher standard."

Durbin, an Illinois Democrat and the assistant Senate majority leader, is organizing a Judiciary Committee hearing to examine whether bounties in major sports should be considered a crime. He plans to invite witnesses from the NFL, along with officials from the NBA, NHL, NCAA and Major League Baseball.

At an October 2009 House hearing on brain trauma in the NFL, Goodell was taken to task by lawmakers for not doing enough about concussions amid a growing body of medical literature linking head injuries in football with brain disease. That set in motion a series of changes to the league's policies on head injuries ? and they keep on coming.

On Wednesday, a few hours after the NFL announced its unprecedented penalties against the Saints, the chairman of the competition committee, Atlanta Falcons president Rich McKay, talked about proposals that will be considered next week at the owners' meetings in Palm Beach, Fla. Among them:

? Allowing each team to designate one player per week who can go on the inactive list because of a concussion and be replaced on the roster.

? Expanding the rule that prohibits horse-collar tackles to also have it cover quarterbacks who are in the pocket.

? Expanding the protection of defenders from crackback blocks by also deeming them defenseless players who cannot be hit in the head or get hit by someone leading with a helmet.

"The protection of the players is the big thing," New York Jets coach Rex Ryan said. "You don't have a league without the players."

Goodell's stern punishment of those involved in the Saints' bounty system sent a message to everyone in the NFL: Do not encourage deliberately injuring players. Goodell also was harsh because of attempts to cover up the bounties.

He suspended Saints head coach Sean Payton for all of next season, and indefinitely banned their former defensive coordinator, Gregg Williams, who was recently hired by the St. Louis Rams. Saints general manager Mickey Loomis was barred for half of 2012, an assistant coach got a six-game ban, and the team also was docked two second-round draft picks and $500,000.

Pittsburgh Steelers safety Ryan Clark thought the penalty for Payton was "extreme."

"They made a point because the coaches were involved," Clark said. "They were going to get somebody."

When the NFL first made its investigation of the Saints public on March 2, droves of former players talked about how off-the-books incentives have been offered in NFL locker rooms for years and years ? not on the scale of what happened in New Orleans, but illegal nonetheless.

Theismann, for example, insisted bounties were put on him.

"In a sick way, I guess it's flattering," he said recently. "If you had a bounty on you, you were a pretty good player and they wanted to get rid of you."

One of the ex-players suing the NFL, former Saints receiver Joe Horn, has no doubt there's a connection between the concussion-related court cases and Goodell's actions.

"All of a sudden, he wants to pop his chest out and set up these (punishments)? If he was a great commissioner and he really cared about player safety, he would have fined teams five years ago for what happened, because it happened back then," Horn said. "(Goodell) should fine himself $7 million, because as the commissioner, he should have known years ago this same thing was happening with every other team in the NFL."

Goodell still needs to decide what to do about the two dozen or so players involved in the scheme in New Orleans from 2009-11, when Williams handed out envelopes stuffed with cash to reward particularly vicious hits on specific opponents. Targeted players included quarterbacks Aaron Rodgers, Cam Newton, Brett Favre and Kurt Warner; "knockouts" were worth $1,500 and "cart-offs" $1,000; payments doubled or tripled during the playoffs.

According to the league, Saints defensive captain Jonathan Vilma offered $10,000 to any player who knocked then-Vikings QB Favre out of the 2010 NFC championship game.

The NFL Players Association said Thursday it wants to meet with Goodell to discuss the bounty investigation before players are punished.

"To date, neither the league, nor the Saints, have helped us facilitate interviews with members of management or the coaching staff," the union's statement read. "We expect the league to provide all information so that we can ensure a fair process for all who were involved."

Aereo countersues broadcasters over its internet TV streaming service

Now that Aereo has launched its antenna TV-over-the-internet service it can devote some attention to its legal issues, and today countersued the TV networks suing it (Fox, PBS, Univision, WPIX and WNET) in the U.S. District Court in Manhattan. It's already filed another suit against Disney, CBS, NBCUniversal and Telemundo, as they wrangle over whether or not its scheme -- using an individual "microantenna" for each subscriber and streaming to that person over the internet, as long as they're in the broadcasting area -- violates their copyright. According to Aereo, it's merely relocating the equipment from the customer's home to its remote facility. We'll see if that argument works out any better than it did for Zediva, which announced last week that customers wouldn't be getting their money back after it was sued out of existence last year.
