Dale Stockton is a 32-year-veteran of law enforcement. He is a graduate of the FBI National Academy, the California Supervisory Leadership Institute, the FBI Southwest Command College and holds a graduate degree from the University of California School of Criminology, Law and Society. He has served as a Commissioner for California POST, the agency responsible for all California policing standards. Stockton has been nationally recognized as the most widely published public safety photographer and writer in the country and has taught college level criminal justice classes for more than 15 years. He has extensive public safety technology experience and exposure and currently works with the Automated Regional Justice Information System (ARJIS), the San Diego/Imperial Counties Regional Technology Center (RTC) and the National Institute of Justice (NIJ). His law enforcement field perspective and his technology project experience make him an effective practitioner technologist capable of providing invaluable subject matter expertise in public safety technology projects.

Michael Paddock is the founder and CEO of Grants Office and an award-winning grants columnist for HS Today magazine. In addition to his expertise in the area of funding, Mr. Paddock has managed Grants Office through its success in helping drive over $1.2 billion in funding for municipalities, public safety agencies, hospitals, university and K-12 educational institutions, and many non-profit human service organizations. He served from 1996-2001 on the US Interagency Electronic Grants Committee and co-founded the New York State E-grants project in 1999.
